Logistics opportunities within the T-MEC for Mexico
T21 | October 02, 2021 |

Mexico has a new opportunity to take advantage of its insertion within the Treaty between Mexico, the United States and Canada (T-MEC) in logistics.

Prior to this, it requires an adaptation of the regulatory framework to facilitate trade, invest in service infrastructure, comply with environmental agreements, legal certainty, among others.

During the presentation International trade and global regionalization within the 9th International Congress on Logistics and Supply Chain, it was commented that applying the rule of law is fundamental.

The interruption of the railroad tracks must be stopped, as well as establish the guarantees so that the handling of the merchandise is carried out with absolute safety and maintain the confidence of the supply chains in the T-MEC region.

Another key issue is the certainty of investments in infrastructure and services, customs simplification and transport regulation, trade facilitation, in addition to the commitment to the environment and labor aspects.

They considered that to activate the country's participation in the North American economic zone, Mexican companies need to invest more in service infrastructure.

It is key to have more alliances that allow diversified logistics services, a greater strengthening of supply chains and that optimize the means of distribution both to the region and internally.

Storage areas and cargo services such as labeling, classification, customs evaluation should be strengthened and they are not only included in the north of the country; consolidation and deconsolidation of products for small and medium-sized companies.

Another element to be reinforced are the distribution centers in border areas, ports and internal terminals as well as in concentrating industrial zones.

Improving customs transit procedures for dispatch at destination is a priority where sanitary inspections are carried out at destination for specific loads.

The process must be simplified so that this traceability scheme is carried out under a more secure process.

The development of multimodal capacity has important opportunities for its development. For example, south of Mexico City there is none that can extend service to Tehuacán, Oaxaca or Coatzacoalcos.

In port matters, he mentioned that only Lázaro Cárdenas and Veracruz have this infrastructure that allows the assembly of unit trains of 200 or 240 containers, but it would also be required between Altamira and Manzanillo.

Regarding rail connectivity, he mentioned that currently intermodal routes comprise 40% of commercial exchanges between Mexico, the United States and Canada, and the combination with motor transport provides a great diversity that adjusts to logistics needs.

“Increasing the participation of intermodal rail transport is a key, fundamental issue that will provide us with greater insertion capacity to the markets of Canada and the United States, and as more imports to Mexico are generated through this route the capacities that empty equipment means to be able to export at very competitive prices ”, said Eduardo Asperó, vice president for Mexico of the Hub Group.

He also highlighted the need to have transportation of the intensive use of motor transport for foreign trade, that is, a more efficient link between modes of transport, as well as better management of information technology and data use.

"We are inserted one year after the T-MEC came into force, we are inserted in a sophisticated, complex treaty that requires many elements of development on the part of our country and that insists that we have a great new opportunity to continue developing the economy incorporated in this region if we know how to take advantage of it, if it is not an issue that will delay the development of the country for many years" said the manager.
