En entrevista con El UNIVERSAL, Roberto José Barrios, presidente del organismo, explicó que mientras ocurría la gripe española y la Primera Guerra Mundial, México vivía su Revolución, evento en el que murió mucha gente, pero también ocurrió una gran migración del campo a la ciudad, lo que detonó la demanda de vivienda.
