Housing recovered from Infonavit could detonate social rental housing

The rental housing model is said to be a key piece in the strategy to face the housing backwardness in the country and provide housing solutions to the various segments. For this, it is necessary to promote important changes and explore new policies on the matter.

The President of the Rental Housing Association (AVER), Francisco Andragnes, told Centro Urbano that there would be two feasible strategies that could be evaluated to detonate effective models of social rental housing.

The first has to do with taking advantage of the housing stock of houses recovered by Infonavit; and the second, to promote public-private partnerships to develop projects from scratch.

The specialist spoke about the opportunities that exist to promote rental housing as a complementary strategy in order to offer housing to families who earn the least. The deficit continues to grow, and it is necessary to be innovative to meet the challenge.

To promote this type of rental projects from scratch, it is important for developers to address the issue of paperwork. The lack of agility in the granting of permits is one of the biggest obstacles that prevent entrepreneurs from betting on rental housing for low segments. The speed of response is a priority, since delays affect its final cost.

Another area to explore is to allow higher densities in the projects, so that configurations could be achieved that give a guide to offering rental housing with prices in the social segment.

Technology could also play a very important role. Through better tenant evaluation and efficient building management that would positively impact rental prices.

In this logic, the President of the AVER considered that Infonavit is a player that could be key to triggering social rental housing. 

In his opinion, the agency could explore schemes in which the recovered housing is inserted into social rental schemes; this rather than returning them to the market for sale.

Multiple unoccupied Infonavit homes are deteriorating and could be useful for someone who can lease, and thus could be put at the service of social housing in a profitable way.

This decision could have a positive impact on the capital of the Institute itself. Thus, instead of auctioning off the house to return to the market, the agency could recover it and keep it as part of its patrimony by offering it for rent.

There is a little-explored opportunity in government-business alliances. Mainly, because models could be analyzed in which the authorities put the land, and entrepreneurs develop housing projects for social income.

With government land in central areas, in an area near the metro, it is preferable that the lands remain in the government's patrimony and be leased, be useful and generate a housing solution; without being undercapitalized or without selling the assets of the treasury.
